They have a good number of indoor exhibits near the entrance (jungle rain forest, apes/monkeys, lizards and fish, birds, plus green house area). If you want to stay warm inside you miss out on the elephants / bears / giraffes etc, but there is still a lot to see at Wilhelma in the winter.
Wilhelma's green house area and rain forest buildings are really something different and special for a zoo IMHO. Plus they should always be quite toasty.
Note they are spending 2008-09 winter reworking the main entrance, so getting in is a little screwy.
